Financial Services : Cold Weather Rule

What is the Cold Weather Rule?
The Cold Weather Rule of the Public Utilities Act provides that from October 15 through April 15, a utility cannot disconnect a residential customer for nonpayment if the disconnection would affect the primary heat source AND: 1. the customer declares an inability to pay; 2. the total household income is less than 185% of the federal poverty level; 3. the account is current for the billing period immediately prior to October 15, OR the customer enters into a payment schedule and is reasonably current with payments.

If you are having trouble paying your bill and meet all of the above requirements, you must act promptly to avoid having your service disconnected. The Cold Weather Rule and Todd-Wadena allow you to declare your inability to pay your utility bill by completing an "Inability to Pay" form. If you do not qualify under the rules, you may still enter into a payment agreement with the Cooperative to avoid disconnection of service.

Special consideration may be given when a household member has been deployed into military duty. If this is the case, contact the cooperative to obtain an application and make a payment plan, which is required to qualify for protection. 

In addition, you may be eligible for state or federal fuel assistance. Contact your local social service or community action council for more information.
